ACT_CONSULT_MODIFY_TECHNICAL_USER

Description

This right gives access to the consultation and modification of technical users. Only users with this right can modify a user's type, can view technical users in the user list, and can view this right in the rights list. Superadministrators now automatically have this right. The user file of a technical user is not accessible via the file's direct url.
